Low investment influences the cost/revenue ratio and the efficiency of agricultural production and total competitiveness of agricultural production consequently. European programmes supporting investment to agriculture are aimed at supporting the modernization of agricultural holdings with low investment both building and technology of animal and plant production. The Rural Development and Multi-functional Agriculture Operational Programme is one of the most successful in receiving money from Structural funds as 75% of allocated resources were paid within this programme. The largest volume of all measures of the OP RDMA was paid to investment in agriculture. This study analyzes regional food clusters, and it evaluates the potential of regional clusters in two EU countries: Poland and the Czech Republic. The study relied on secondary data published by the European Clusters Observatory in 2008. Based on the obtained results, the potential of food clusters was evaluated as average in Poland and low in the Czech Republic. A high world export share index in both investigated countries was regarded as a positive indicator as it supports the growth of the regions where the analyzed clusters are situated. The innovativeness of the studied regions remains at a low level which is probably due to the fact that clusters are a relatively new phenomenon in the analyzed countries. It is important to pay attention to bio-food clusters in handicapped and less favoured areas; their relation to conditions, opportunities and a possibility to substitute food clusters in regions. Towards the end of 2008, several projects which use mobile phones for target marketing communication were launched. Commercial SMS's are sent on the base of agreement or registration of the consumers on special websites, for example hellomobil.cz. The benefit for the consumers is the bonus which can have more forms - not only sending money to the account, free SMS's/MMS's and minutes but also the monthly tariff reduction from the operator. The advantage for the submitter of this kind of advertisements is target segmentation and measurability.From the research done at the EF JU in České Budějovice in 2008 it is clear that 45,9% informants would welcome this way of communication. This result is also backed up by the researches carried out by Omnicom Media Group and Mediaresearch companies. According to the results of the research done by Omnicom Media Group 55,5% informants would prefer commercial messages to their mobile phones (OMD Snapshots 2007). According to the results of the research done by Mediaresearch it is 42% when receiving advertisements in general. If the consumers had the possibility to influence the subject of advertisements it would be 66%. In spite of this there are reserves for improvement. The article analyses the production of suction tube and suction modules at the firm Robert Bosch, České Budějovice and highlights reserves consisting in the speed-up of changeover times in assembly lines for a new production batch. By change of the routing it was possible to reduce the original operation time of 81,1 min down to 14,5 min. This result was achieved due to new work organization within manufacturing cells. Time saving makes in average 20,7 % of the shift time. One of aims in this phase was to obtain information about a group of companies and how the size of company and its turnover can influence on effect of its organisation structure. The second one was to know about interest of management to use information from the accounting - screening some accounting categories as costs and some categories of the business relations. It is clear from these results that bigger companies have more often specialised departments including logistics departments as well. On the other hand, the smaller companies transfer some of logistics function such as logistics controlling to some other departments, usually to the department of transport or business department. There are no specialised departments in the smallest companies, sometimes, the owner of the company deals with this problem. Models were based on exponential smoothing and training of artificial neural networks. The most suitable models, as it was proved two months ago (see [1]), the exponential eventually damped model with additive seasonality and multilayer perceptron forecasted March's and April's unemployment rate as 7.58-7.89 % and 7.63-8.33 % for exponential smoothing respective as 7.3-7.45 % and 6.62-8.22 % for multilayer perceptron. Performance of a models measured by Theil's U were 0.002-0.022 for exponential smoothing respective 0.016-0.041 for multilayer perceptrons. Recalculation of exponential smoothing model and retraining of artificial neural networks on fresh values of the unemployment rate show that 1) smoothing parameters were little modified; 2) same type of ANNs were suitable for solving this problem - comparison of nets parameters is considered useless. This recalculation/retraining brought new more relevant forecasting regarding to the present and still dynamic economic situation. This paper deals with their managerial competencies. 846 respondents participated in a questionnaire research covering 724 nurses, 99 department nurses and 23 head nurses. This research shows that informal relationships predominate in the Hospital and it is based on the democratic managerial style of department and head nurses. Nurses in management positions are quite satisfied with their managerial skills (67,7 % cases). Half of respondents (123 nurses) said that do not want to manage people in future. This is also the case with department nurses of whom 84 % do not want manage people despite the fact that they are actually managing people in their current positions. On the other hand more then 80 % of department and head nurses would like to participate in management and human resource management courses. According to the results of this questionnaire research (the evaluation of nurses and self evaluation of department nurses and head nurses management competencies are on good level in analyzed Facultative hospital Brno. 67,7 %) department and head nurses are quite satisfied with their managerial competencies. By testing the dependence of variables some weak dependence was found between the chosen variables. Medium strong dependence was found between the variables highest level of completed education and level of education in which department nurses and head nurses gained the most of knowledge of management. (χ2 = 26,5833, p-value = 0,0002, Fi = 0,8975, Cramer V = 0,6346, Pearson coefficient of contingence = 0,6679). The respondents have chosen as their most important asset the highest level of education they have achieved. There is a strong dependence between the variables highest level of completed education and evaluation of schools' knowledge of human resources management by nurses (χ2 = 391,4026, p-value = 0,0000, Fi = 1,1200, Cramer V = 0,7920, Pearson coefficient of contingence = 0,7460). The source from which respondents considered they had personally got most of their manage knowledge depended on the highest achieved level of education. This questionnaire contained few questions which were interested in finance resources which are used by municipalities for their dynamic economic development. This article contain parts which are interested in using finance from Europe Unions founds by municipalities. The first part of article works with answers of all respondents. The second part deals with respondents who have experiences in using projects for their dynamic development.
